Joan R. M. Bullock is Professor of Law at Texas Southern University Thurgood Marshall School of Law and the 2024-2025 Chair of the American Bar Association Science & Technology Law Section. Having served as President & Dean of one law school and Dean of another, she brings extensive institutional leadership experience to her analysis of technology transformation in higher education. A lawyer with an MBA and a former CPA, Professor Bullock combines deep understanding of institutional governance and financial management with practical insights into the challenges facing faculty and students in contemporary higher education.
