OverviewThe author was an infantry squad leader and platoon sergeant in the famed 101st Airborne Division in the last years of the war in Vietnam. He served as an infantry squad leader and platoon sergeant with the 101st Airborne division in Vietnam. After his return he was a college history teacher and administrator before going to work for the state of Minnesota, where he served as Assistant and Deputy Commissioner for the Department of Revenue, was CIO for the Department of Human Services and State Director of Strategic Information Systems Planning. He holds bachelor and masters degrees in history, an MBA in Public Management, and has taken postgraduate studies at the University of Minnesota and at Hamline University in American Studies and public administration. Lally has been a guest speaker on public administration and strategic planning at the Universities of Minnesota and Wisconsin, and at the Kennedy School of Government at Harvard. He has also conducted seminars in public finance and government planning for government and industry leaders from the former Soviet Union, Latin America and Africa on behalf of USAID and private foundations. He served 16 years on a local school board and was a member of the board of directors for the South St. Paul Educational Foundation. Now retired, he is Chairman of the Board of the 506th Airborne Infantry Regiment association. He and his wife Marcia have two grown children and three grandchildren.
