About the Authors Captain John W. Hosty and Patricia E. Foster are principals of Certa, Inc., in Burlington, Ontario, Canada. Together they coordinate and present workshops and seminars on Hazardous Materials Spill Management throughout North America. John is a former spill control manager and emergency response coordinator, he oversaw effective responses to several transportation and marine spill incidents. Capt.
