OverviewThis is the newest federal government biofuels plan. The Bioenergy Technologies Office is one of the 10 technology development offices within the Office of Energy Efficiency and Renewable Energy at the U.S. Department of Energy. This Multi-Year Program Plan (MYPP) sets forth the goals and structure of the Bioenergy Technologies Office (the Office). It identifies the research, development, and demonstration (RD&D), and market transformation and crosscutting activities the Office will focus on over the next five years and outlines why these activities are important to meeting the energy and sustainability challenges facing the nation.This MYPP is intended for use as an operational guide to help the Office manage and coordinate its activities, as well as a resource to help communicate its mission and goals to stakeholders and the public. Research and development programs involve terrestrial feedstocks, advance algal systems, conversion, demonstration, and market transformation. In the longer term, the Office will continue to support focused science and RD&D of advanced biomass utilization technologies. Detailed life-cycle analysis of environmental, economic, and social impacts will continue to inform decisions regarding Office activities. This approach ensures the development of the required technological foundation, leaves room for pursuing solutions to technical barriers as they emerge, and enables demonstration activities that are critical to reduce risks and validate a robust process. This approach lays the groundwork for future commercial deployment as it reduces technical risks, which enables the emerging industries to grow and attract private investment. The plan addresses important technological advances in producing biofuels, as well as in the underlying infrastructure needed to ensure that feedstocks are available and products can be distributed safely with the quality and performance demanded by end consumers. This MYPP is designed to allow the Office to progressively enable deployment of increasing amounts of biofuels, bioproducts, and biopower across the nation from a widening array of feedstocks. This approach will have a significant near-term impact on offsetting petroleum consumption and facilitate the shift to renewable, sustainable bioenergy technologies in the long term, while allowing the market to determine the ultimate implementation across diverse U.S. resources.
