During his 34 years in education he has been a special education teacher, director of special education, assistant principal, and principal. He has also served as an adjunct professor at several colleges where he taught research methods and school law courses. He received his doctorate in educational leadership from Boston College and a master's in special education from Fitchburg State College. Osborne has authored or co-authored numerous articles, monographs, and textbooks on special education law, along with textbooks on other aspects of special education and school law. A Past-President of the Education Law Association (ELA) he has been an attendee and presenter at most ELA conferences since 1991. He has also written a chapter now entitled Students with Disabilities for the Yearbook of Education Law since 1990. Osborne is on the Editorial Advisory Committee of West's Education Law Reporter and is co-editor of the Education Law Into Practice section of that journal, which is sponsored by ELA. In recognition of his contributions to the field of education law, Osborne was presented with the prestigious McGhehey Award by ELA in 2008.
