OverviewThis book does not seek to exhaustively cover all areas of the law of the sea nor address every technical issue related to international maritime law. Its main objective is to provide a comprehensive interpretation of the case of the Eastern Republic of Uruguay, identifying the historical, geopolitical, legal, and institutional aspects that explain the evolution of its maritime law and allow for a forward-looking perspective. Consequently, this work aims to fill an existing gap. It does not intend to be a legislative compilation or a fragmented presentation of scattered institutions, but rather to construct a systematic reading of Uruguayan maritime law as a manifestation of a broader process of state formation, maritime space organization, regional integration, Atlantic projection, and public policy definition. The central thesis that articulates this work is compelling: Uruguay will not be able to fully develop its port and maritime potential while it continues to consider the sea as a sectoral or subordinate sphere. Uruguayan maritime law will acquire true relevance when it is recognized as an instrument of sovereignty, security, competitiveness, regional integration, and national development. This premise guides the content of the treatise, which contributes to the ongoing effort to consolidate a maritime doctrine in Spanish that integrates legal analysis with the strategic dimension of maritime development.
