Overview

This regulation establishes policy, responsibilities, and procedures for the Army's Threat Awareness and Reporting Program (TARP). This regulation includes a specific definition of the threat based on the activities of foreign intelligence, foreign adversaries, international terrorist organizations, extremists, and behaviors that may indicate that Department of the Army (DA) personnel pose a danger to the Army, Department of Defense (DOD), or the United States. The primary focus of this regulation is to ensure that DA personnel understand and report potential threats by foreign intelligence and international terrorists to the Army. Threat awareness and education training is designed to ensure that DA personnel recognize and report incidents and indicators of attempted or actual espionage, subversion, sabotage, terrorism or extremist activities directed against the Army and its personnel, facilities, resources, and activities; indicators of potential terrorist associated insider threats; illegal diversion of military technology; unauthorized intrusions into automated information systems; unauthorized disclosure of classified information; and indicators of other incidents that may indicate foreign intelligence or international terrorism targeting of the Army.This regulation establishes policy, responsibilities, and procedures for the Army's Threat Awareness and Reporting Program (TARP).
