OverviewThis regulation establishes policy, responsibilities, and procedures for the Army's Threat Awareness and Reporting Program (TARP). This regulation includes a specific definition of the threat based on the activities of foreign intelligence, foreign adversaries, international terrorist organizations, extremists, and behaviors that may indicate that Department of the Army (DA) personnel pose a danger to the Army, Department of Defense (DOD), or the United States. The primary focus of this regulation is to ensure that DA personnel understand and report potential threats by foreign intelligence and international terrorists to the Army.
