The main thing that self-management brings to the system of housing and communal services is an ethical dimension and an ethical system of coordinates.The author conducted a detailed historical and legal analysis of the system of housing and communal services and housing legal relations in Russia, and proposed tools to counteract self-government monopoly in the housing and communal services.
