Overview

This regulation provides pol- icy for the management and execution of Army security assistance and international logistics support programs. It covers or- ganization, functions, and responsibilities of the Army Secretariat, the Army Staff, Army Commands, and other Army organ- izations involved in or in support of Army security assistance and international logis- tics support programs. It furnishes policy guidance on foreign military financing, in- ternational military education and train- ing, and foreign military sales programs. It aligns policy with DOD 5105.38-M. Applicability. This regulation applies to the Active Army, the Army National Guard/Army National Guard of the United States, and the U.S. Army Reserve, unless otherwise stated. It also applies to Army civilian and contracted employees worldwide.
