OverviewThe poppy cultivated in many parts of the world, and specifically in Europe, for its fit to be eaten and oil-bearing seeds, is a very equal species-Papaver somniferum-as the poppy cultivated for opium in many different parts of the world. In fact, the equal poppy plant can be used to gain opium and is suitable for eating seeds. In the United States, there has by no means been plenty of industrial cultivation of this plant. Poppy-seed for meals has been imported from Europe, 3,000 heaps or extra a year; in 1938, almost 4,400 metric tons, principally shipped from the Netherlands, Poland, and Danzig. This importation used to be nearly completely reduced by means of the war, and the cost of poppy-seed soared from 7 cents a pound to 50 cents a pound and even more. Many farmers noticed the opportunity for widespread profit, and plantings of the poppy quickly increased, particularly in California. Although there was once no on the spot query about opium production, the occasional abusive use of the tablets had already attracted attention, and in any case, the Narcotics Bureau of the United States was once pretty unwilling to see the cultivation of the opium poppy prolonged some distance and extensive over the country, with the potential for narcotic evils in its wake. In response, Congress passed the Opium Poppy Control Act of 1942, making it illegal for any man or woman to produce the opium poppy without a licence, and licences were to be issued solely if necessary to furnish the clinical and scientific needs of the United States for opium or opium products.
