OverviewThe exemption from healthcare costs represents a transitional phase leading up to the introduction of universal health cover in Côte d'Ivoire. Despite the Ivorian government's efforts to secure funding and the adjustments made during the transition to targeted free healthcare, those involved in implementation and some users of healthcare facilities continue to criticise the shortcomings observed since the scheme's launch. The results of our study show that those involved in implementation wish to be made aware of the issues, trained and financially incentivised, despite the absence of a formal legal framework that takes all these expectations into account within the context of the exemption from payment of healthcare costs. The immediate decision-makers-namely officials from the Ministry of Health and the Fight against AIDS in Côte d'Ivoire-suggest strong measures such as reforming the institutional framework, improving management mechanisms and tools, and seeking additional funding that could motivate stakeholders and encourage compliance among users with a view to ensuring the measure's success.
