OverviewExcerpt from D. C. Federal Payment Formula: Joint Oversight Hearing Before the Subcommittee on Fiscal Affairs and Health and the Subcommittee on Judiciary and Education of the Committee on the District of Columbia, House of Representatives; March 31, 1993 The first proposal considered by committee on March 31, 1993, was very important because it determined whether the committee would consider two categories not included as part of the non-fed eral, locally generated revenues. These categories, listed on page 19 of the District's financial audit under the heading of Revenues are Charges for Services and Miscellaneous. In total, they account ed for $162 million and if counted, would mean an additional $40 plus million for the District under the 24 percent Federal payment formula for fiscal year 1994.
